First of all,Stella has a way different design that was plastered all over dolls,games and such so obviously this is fan made,ignoring my pure speculations this was clearly drawn digitally,no physical pen can do that and it has a somewhat different artstyle compared to the rest of the artwork on the Hallowinx banner so it is very clearly a fan made design and artwork. I'm pretty sure it wasn't even traced over since I don't recall any artwork that looks similar
