I saw some people have Kiko with a carrot and Bloom's pet Belle in their webavatar? But I can't find them anywhere in the webavatar?

How do I know when it resets? I don't see a queue?

You can find it by checking announcements every now and then. Usually the announcement is listed few weeks before reset so you will have time to play game and possibility to take a place in Top 10 players)
