According to Power Rangers/Super Sentai wiki, this is what I found "Sixth Rangers are Rangers who, generally, are introduced outside of the core team. In most occasions they are the 6th member to be introduced. However, the term of Sixth Ranger also applies to anyone outside the core team that starts regularly joining in battles."

So...like Roxy post season 4? Because the thing is Aisha is a part of the group,not someone who joins them every once in a while. In Season 2? Maybe. But after,oh for sure not.
